Busy Summer Months There’s an old English Proverb – April showers bring May flowers – but it’s now June and we haven’t seen much rain lately. I guess it’s time to do the “rain dance” that my kids used to do in hopes of producing much-needed rain. We must be one of the few industries that actually looks forward to the rain. It keeps us busy and helps the industry thrive.

Special Legislative Session

Governor DeSantis has called for a special session in late May (May 23-27) to try and find a resolution to the property insurance crisis (read more on page 21). The insurance industry is targeting roofs and requiring consumers to replace them before they need to and it seems shingle roofs are in their crosshairs now. But wait – other types of roofs will be next – as well as the elimination of Cedar shake and shingle roofs. Some insurance companies are not renewing homeowners’ policies no matter how new they are and will not insure any wood product. I think this is a travesty but, as I’m told, they are private businesses and can insure who they want.

Charity of Choice

Vicki and I chose Tunnels to Towers as the Charity of Choice for 2022. This charity is very near and dear to our hearts and we’re asking that you consider a generous contribution to the men and women who give so much to us: police, fire, first responders and the military. Convention and Expo

FRSA’s 100th Annual Convention is taking place July 19 – 22 in Daytona Beach. The Expo has been sold out for about six months and there is a waitlist for booth cancellations. The host hotel, the Hilton, is sold out and the Daytona Grande and Hard Rock Hotel have a few rooms left. A list of additional hotels in the Daytona area have been added to FRSA’s website at www.floridaroof.com/hotels. On Tuesday, July 19, join us for one of four sports tournaments – fishing, golf, pistol and rifle. These events always fill up fast, so be sure now. You’ll receive the discounted rate if you book before June 20. There’s a special event for the ladies on Wednesday, July 20 from 3–5 pm at the Hilton. It’s a mixology competition hosted by McCoys Rum Room where teams will compete to create the best signature cocktail. This is sure to be a fun and creative event. There will be something for everyone this year. A full slate of educational seminars, Kids’ Program events, Auctions, social events and dinners, a special night for exhibitors to entertain and the Welcome Reception. When to Use Promissory Estoppel As a contractor, you likely know that a clear, thorough contract is essential to every project. And you also know that when the owner requests extra work or any other revision, a written change order is required. However, there are times when the owner will argue that the change is urgent and request that you proceed without a written order. What are your options?

Accommodating the Owner

Most contractors will do just about anything to please the client, so you will likely want to accommodate the change request. Not doing so could jeopardize your relationship with this customer. But it is critical that you protect yourself. If you do the requested work, you may incur extra expense and labor and the project may take longer than expected. Without a change order, you run the risk that the owner will refuse to pay you for that extra time and cost, despite any verbal assurances. Instead, the owner could point out that there was no written change order and leave you high and dry. Too many times, situations like these result in lawsuit and contractors have no evidence that they were asked to perform extra work.

Protecting Your Interests

If your owner insists on a change or extra work but offers excuses for not providing a change order right away, your best strategy could be promissory estoppel. “Estoppel” is a principle that prevents an individual from asserting something contrary to what has been implied by a previous statement or action. For example, in the case of a construction project, estoppel allows you to document a verbal agreement when a change order has not been provided. Promissory estoppel is a letter that explicitly confirms the request for revised or extra work and that a change order has been promised. It also details the extra time, work and expense involved and it states the expectation that you will be paid for this extra effort. An important note: the estoppel includes the request that if any information in the letter is incorrect, the owner is to notify you in writing. If the owner fails to respond, you have written evidence that implies agreement to the conditions.

Understanding Promissory Estoppel

When you write a promissory estoppel letter, be sure to include the necessary legal elements. These include the promise of the change order, your reliance on that promise and your expectation of confirmation. Keep in mind that promissory estoppel can sound defensive. That is intended, since you are trying to prevent the 12

owner from denying you what you are owed. If you land in court, this letter will be your best evidence of the owner’s request and your willingness to accommodate. Consider using this template for your promissory estoppel: This email confirms that you requested that we perform the following extra work: . The cost to complete this extra work that is not a part of our original scope is: . In addition, we require an additional days to complete this work and are requesting an extension of time for these days. We have requested that you provide a written, signed change order, but have yet to receive one. This email confirms that we rely on your promise to provide us with a written, signed change order for the additional time and cost to perform this work and we are proceeding based on this promised understanding. If any of the above is incorrect, please contact us in writing by no later than . Be sure to deliver this notice according to the terms of your contract. But you are advised to ensure evidence of its delivery (for example, certified mail or an email read receipt) and retain that evidence.

Final Advice

When you are performing work for a regular client or for a friend, it may be tempting to accommodate revisions or extra work without requiring a change order. However, in this business, remember that having details in writing is critical, no matter who your customer is. So, if getting a change order for an urgent request is not realistic, protect yourself with promissory estoppel. If you have questions about written change orders or using estoppel, take the time to consult legal counsel. An experienced construction attorney can ensure you secure all the necessary information to protect yourself in any situation. Florida Legislature Convened in Special Session on Insurance

Following another tumultuous session on insurance issues, Governor Ron DeSantis called the Legislature into special session in late May to try to broker a deal for reform. A number of issues were on the menu – including attorneys’ fees, reinsurance reform, Citizens Property Insurance Corp., the Florida Building Code and solicitation. However, FRSA remains actively engaged with legislative leadership and the Governor’s office in order to protect industry interests while rooting out fraud and abuse. As has been the case for 100 years and counting, Florida’s roofers remain engaged in meaningful reform to drive stability and accountability into the Florida marketplace.

FRSA – 100 Years Strong Lisa Pate, FRSA Executive Director

Throughout 2022, this column will recap some of FRSA’s rich history, through accounts from meeting minutes and a published book called FRSA The First Half Century. The 1950 convention was held in Clearwater where an old motto was readopted: “Let every member get a new member.” Edgar John Phillips, speaking on “A Time For Greatness,” stressed the Association’s lack of preparedness to cope with Russia in a military way and urged better understanding of Christian principles to lead the country from war into a lasting peace. Now that the business of making quality roofs was old hat, a speaker from Australia urged the Association to follow the Australian plan of hanging cement tile on wood strips without the benefit of solid sheathing and felt sub-roofing. He urged FRSA to encourage steep roof construction, for beauty, rather than low pitched roofs. He felt the time was ripe to concentrate on design in addition to quality. E.M. Foundersmith of Mueller Furnace Co. suggested resuming the practice of listing names of manufacturers and distributors on the back of each monthly bulletin, for a small fee, to assist in financing the Association. Later that year, Don Brown of St. Petersburg happily reported a high production year with $4 million more building permits than Tampa. “Miami stands well out in front,” Brown said, “in permits issued. In the month of March (1950) alone, the total for Dade County was over $19 million, breaking all records. All these figures are interpreted as a healthy sign and the ‘experts’ predict continued high activity in nearly all sections.” Brown felt the “gigantic” bridge in the offing, which would connect the tip of St. Pete with the mainland to the South, would “expose the city to traffic down the West coast and some of these people are bound to rub off on the city.” Brown referred to what was later to be called the Sunshine Skyway Bridge. 16

Hoping to benefit from the bulletin’s wide circulation, Brown asked, “Here’s something you experienced men in the state may be able to help St. Pete on. We are going to try and reorganize our local association, which has existed and ceased to exist several times in the last 20 years. What we want is the benefit of the experience of active local associations. What makes your group click? What holds it together and what good do you get out of it?” Shortly after this, the Georgia Roofing and Metal trades asked FRSA for advice on organizing an association modeled after the Florida group. The necessity to innovate during the war had started a trend and new ideas were continually being tried. A.C. Ferguson of Jacksonville, during the fall of 1950, told the association of a new-but-not-yet-proven concept in roofing. Ferguson explained, “In our territory there is a company that has assembled a mess of materials…. I don’t know how good this combination of materials is; we all know that it takes time to prove anything new in the roofing business and even then sometimes we find that we are wrong; but I do know that the man who is promoting this company is one of the best damn salesmen I ever saw or heard of in my lifetime as he has gone around and sold our local architects, engineers, builders and school boards on this particular product which consists of the following: one 15 pound rag felt nailed, over this he applied a coat of some standard make cold process asphaltic emulsion, on to this he rolls a sheet of .002 aluminum foil, he coats the foil with this cold process emulsion and then spreads marble chips. He tells people that it will last as long as a 20-year bonded roof and that it will be much cooler than the ordinary built-up roofs and that it won’t be necessary to insulate! I repeat, he’s one of the best salesmen I have ever met and he is doing a hell of a good job in selling this roof for about $23 per square.”

During 1950, one issue of the bulletin had a story on the so-called smart roofing and sheet metal contractors who take contracts all over the state at prices 25 and 40 percent cheaper than local contractors and how the mystery began to unfold. “Ask some of your jobber and manufacturing friends about the credit losses they have and what type of contractor is responsible. These so-called contractors,” Tucker said, “aren’t smarter than we are. Hell! It’s just the same old harlot in a new kimono (price cutting).” Although the next few bulletins boasted more and more advertising, getting comments, opinions, hard facts and figures from Association members was “worse than pulling wisdom teeth.” So, humorous items were often used to fill space. we were just a bunch of greedy fraudsters preying upon vulnerable homeowners and insurers. FRSA took strong exception to the smearing of our industry and of our members. Our leadership made it clear that they wanted to be part of the solution and thereby clear this cloud that was casting a shadow on all of us. Several code modifications, such as allowing the use of salvaged tile for repairs, were proposed and adopted during the 2020 FBC renewal process. Once the insurance industry and others became aware of these changes, they took notice. A conversation was started. We had the chance to explain that counter-intuitively, roofers do not always want to just sell more roofs and that we had a desire to install new roofs for the right reasons. Roofs that stand up to the elements and last for decades. Roofs that reflect the quality and craftsmanship of our trade. People wanted to ask questions about our positions and we responded. Our positions were solid and hard to disregard or, even worse, dismiss. Word got out through articles by us and by others and they got noticed. Regulators contacted us to drill down on our positions. Even television stations reached out to get our take. The perception began to change, maybe we were not enemies after all but important allies attempting to get our industry and industry members’ reputations back on track. We wanted to replace roofs when they were worn out or the owner wanted a new roof to change their homes appearance. We wanted to retain insurance coverage for real damage and not highly dubious hail and wind claims because some app on our phone says these weather events took place,

even when there are no other signs of damage to other building components, cars or landscaping. So, as it turns out, it is insurers that have reached the breaking point along with others who want to stop the waste being created by premature roof replacement that moved our position forward. Hopefully, it will help. Despite our best efforts to improve the situation, there is only so much we can do. We can’t roof our way out of this. The idea that getting rid of these older roofs as a way to eliminate the free roof abuse is absurd. If all the roofs were 10 years of age or newer, do you really think this potential fraud and those perpetrating it would disappear? The best possible outcome will be to give insurers a reasonable amount of time to inspect perceived damage before anything other than emergency measures to prevent further damage are performed. In return, the insurance industry needs to take a similar approach when issuing demands for premature roof replacement by allowing expert opinions based on inspections to be considered before cancellation or mandatory replacement. This will allow building owners to receive the full value of high-quality roof systems while controlling the cost of property insurance claims and premiums for all of us. FRSA’s Position on Excessive Roofing Material Disposal Issue

Many residential property insurance carriers in Florida are requiring policyholders with asphalt shingle roofs to replace those roofs every ten years, regardless of the roof’s condition, or face the loss of their homeowner’s insurance. This requirement causes unnecessary financial burden on homeowners and doubles the amount of waste sent to Florida landfills from homes with asphalt shingle roofs. The primary cause of this relatively new requirement by Florida insurance companies arises from the activity of unscrupulous roofing contractors who convince unsuspecting homeowners that their roof has been damaged – typically by hail or wind – and that insurance coverage is available to them to replace the roof “for free.” These activities are widespread and well organized. Many tactics are used to entice Florida roofing contractors to participate with the promise of lucrative profits. Contractors are taught, step by step, how to work every aspect of the system: from pitching “free roofs,” to leveraging insurance adjusters and threatening inflated attorneys’ fees. All intended to extract as much money as possible from insurance companies. Fully 76 percent of all residential property insurance litigation throughout the United States occurs within Florida as a result of this organized activity. Faced with the overwhelming threat of lawsuits, property insurance companies have chosen to pay the roof claims, even when the roof may not need to be replaced, rather than face crippling litigation cost. At the same time, most insurance companies have reacted to the “free roof” onslaught by arbitrarily requiring premature replacement of shingle roofs every ten years even though the lifespan of such a roof in Florida is typically 20 years. This requirement potentially doubles homeowners’ costs to keep a roof over their head and doubles the amount of asphalt shingle waste deposited in Florida landfills. It also doubles the other environmental impacts of producing, shipping and installing the roofing products.

■ The average waste material produced when an asphalt shingle roof is replaced is four tons or 8,000 pounds. Each time a shingle roof must be replaced, four tons of waste are headed to the landfill.

An Example

A first-time homeowner at the age of 30 is required by the property insurer to reroof their asphalt shingle roof every ten years. If the homeowner moves out of the house at 80 years of age, their roof will have been replaced five times. The result will be 40,000 pounds of landfill waste from this single home. The homeowner will need to put aside $125 every month for the entire 50 years they own the home just to pay for a new roof every ten years. An unintended consequence of this unnecessary and burdensome requirement is that it makes the promise of a “free roof” all the more enticing to the homeowner.

Conclusion

The needless tear off and replacement of asphalt shingle roofs at an arbitrary ten years is very detrimental to Florida’s environment, a waste of materials and resources and a burden to Florida residents. For some Floridians, the excessive cost of roof replacements combined with ever-increasing homeowner’s insurance will place the dream of home ownership out of reach.

FRSA believes that any reform efforts in Florida’s property insurance market should realistically reflect the average lifespan of 20 years for an asphalt shingle roof that is professionally installed in compliance with the Florida Building Code. Utilizing the full lifespan of an asphalt shingle roof is in the best interests of Florida citizens. Doing so prevents economic and environmental waste and furthers the state’s compelling interest to provide safe, affordable housing. Beat the Heat Kevin Lindley, Safety Consultant, FRSA Self Insurers Fund In Florida, it is often said that while we have four seasons, we only experience two types of weather: hot and scalding hot. The humidity in the air causes the temperature to feel warmer than the same temperature would feel in other locations. For this reason, it is imperative that employers, especially those who work outside all day such as roofers, take additional steps to ensure their workers stay well hydrated, are informed to recognize and treat heat-related illnesses and care for themselves to minimize the brutal effects the Florida heat can have on individuals. Per OSHA regulations, section 29 CFR 1926.51(a), “An adequate supply of potable water shall be provided in all places of employment.” This one regulation is not precise. “Adequate” is a subjective word for OSHA to use; therefore, to determine what an adequate amount of water would be, you must research to discover the quantity necessary. We all know that water is a vital nutrient for proper bodily function. It makes up over 80 percent of blood, roughly 75 percent of muscles and around 25 percent of bones in the human body. Water helps the body regulate its temperature. Not having enough water or losing more than an individual is taking in can cause dehydration that will rapidly decrease normal skills, reduce endurance and impair concentration. Lack of water will cause workers to be less productive, more unorganized and more likely to make mistakes that will place them in danger of self-injury on the job. The amount of water an individual needs to drink per day is based upon their body weight, environmental temperature and physical activity level. A “one size fits all” is not entirely accurate. In 1945, the US Food and Nutrition Board recommended the average person’s intake of water should be eight ounces of water eight times a day for a total of two liters of water per day. In 2017, the European Food Safety Authority reconfirmed the recommendation made in 1945 for water intake, however, this is for an average individual in average temperatures, performing at an average physical activity level. Roofing in Florida, where the temperature, physical activity level and often the individual’s weight is higher than average, it is necessary for more water to be consumed throughout the waking hours of the day. There is a level at which an individual can consume more water than they necessarily need and fortunately our kidneys help regulate the water for our body. If an individual drinks too much water, they have a higher urgency and frequency to urinate. Adversely, if an individual does not drink enough water, they no

longer have a need to urinate and eventually may stop sweating as well. Drinking enough water improves skin complexion and kidney function, reduces kidney stone formation and constipation and decreases bladder infections, among other benefits. It is important to note that for a contractor to be in full compliance with OSHA regulations, it is not enough to just have an adequate amount of water. If contractors choose to provide workers with a water keg in lieu of water bottles, the water kegs must be sanitized regularly, be clearly marked to identify the contents as strictly drinking water, single serve cups or individual cups are to be provided as well as a receptacle for disposal of used cups. OSHA has also announced its intention to implement a new heat-related illness standard in the spring of 2022 for working in outdoor and indoor heat environments. Since heat-related illnesses can quickly become a fatality, it is important for workers to recognize the stages, effects and ways to act against increasing symptoms. Through proper documented training, employers should review with workers annually their responsibilities to prevent, recognize, act and report heat-related illnesses. They should also review annually with all workers the stages of heat illnesses: heat rash, heat cramps, dehydration, heat exhaustion and heat stroke as well as discussion points on risk factors, illness symptoms, first-aid procedures, company policies and CPR. It is crucial for field workers to know what to do during the hot summer months when the temperature is at the highest time of the year. Most of the time, workers are isolated on a project and time is of the essence for action to be taken so that, should one of the workers become ill on a project site, they are equipped to take action. The Potential of GAF’s Innovative New Recycled Asphalt Shingles for Florida Roofers Joe Dennes, Vice President, Residential R&D, GAF More than 75 percent of households in the United States are covered by asphalt shingle roofs. At the end of a roof’s lifespan, these shingles are increasingly ending up in landfills as other recycling options, such as repurposing old shingles into pavement for roads, have been on a steady decline. Each year, 13 million tons of asphalt roofing shingles end up in landfills. Only about 10 percent of that waste gets recycled for use in paving and other projects. States and cities across the country are turning shingles away from landfill but what can contractors do when roofs need to be replaced? GAF, a Standard Industries company and the largest roofing and waterproofing manufacturer in North America, has pioneered a solution. Following more than a decade of research and development, the company has introduced a newly-patented process that allows about 90 percent of waste shingle material that it collects to be reclaimed and reused

in the manufacture of new shingles. Through this process, GAF has successfully manufactured new shingles containing recycled material which have been UL-certified for their safety and effectiveness. The shingles show performance that is identical to standard GAF shingles in every aspect. GAF’s innovation represents the industry’s first major step towards a circular economy for asphalt shingles by successfully converting post-consumer shingle waste and turning it into new, usable material for roofing and beyond. This was one of several challenges the team faced throughout the research and development effort. The process of converting asphalt shingles into a usable recycled material stream can be costly and the diversity of materials in a shingle beyond asphalt (e.g., rock granules) only adds to the challenge and complexity of creating a usable recycled raw material. Through this invention, GAF has developed an affordable way of recycling the shingles, while effectively refining the balance of raw materials whereby 90 percent of the shingle waste material collected by GAF can be reused. An important challenge for the team was how to remove granules from the post-consumer waste shingles without damaging the machines used during the process. The rock granules can be very tough on machinery: if the equipment fails, it can be incredibly expensive to fix and that process is not sustainable. This patented grinding process allows GAF to transform the waste material it recovers into a usable recycled asphalt “briquette.” Just as the team achieved creating a new recycled asphalt material, they now had to achieve another balance: how to transport the material easily and efficiently from one plant to another for incorporation into the manufacturing process. These briquettes and the breakthrough technology to manufacture them reduces the amount of virgin raw materials required to make new shingles without

compromising product quality or performance, creating an opportunity to reduce the nearly 13 million tons of shingle waste that is produced each year. This is not a special green product that the company is introducing but rather an approach to creating product circularity. GAF has committed to diverting one million tons of asphalt shingles from landfills each year and incorporating recycled asphalt content into all of its shingle products by 2030. The ultimate goal is to bypass the landfill entirely through a “direct takeback” system, where shingles at the end of their life cycle can be pulled directly from homeowners’ roofs and returned to the manufacturing process of new products. Following the launch of a pilot program in 2021, GAF donated the first roof made with shingles containing recycled asphalt to a deserving family in Tampa. This install marks the first of many as GAF has committed to donating enough shingles containing recycled asphalt to reroof 500 homes this year with its non-profit partners, such as Habitat for Humanity, Team Rubicon, Rebuilding Together and St. Bernard Parish, among others. Watertight Roofing in Tampa was the first contractor to install GAF shingles made with recycled material and said the shingles were equal in quality and style to traditional GAF shingles. S.T.A.R. Award Recipients – The Spotlight Trophy for the Advancement of Roofing S.T.A.R. Awards – the Spotlight Trophy for the Advancement of Roofing – is an awards program designed by FRSA to recognize members’ unique and outstanding projects. A panel of three judges evaluates and selects three recipients from each category. This year, there were 20 submissions for placement in one of four categories: Low Slope, Steep Slope, Community Service and Craftsmanship. The judges – Jim Brauner, Brauner Safety Services, Aventura, Joe Williams, RRC, AIA, A/R/C Associates Inc., Orlando and Mike Silvers, CPRC, Silvers Systems Inc. and FRSA Technical Director, St. Petersburg – spent a day reviewing the projects. Judging criteria included aesthetics, special circumstances, unique project design, complexity of project, workmanship, teamwork, testimonials and creative problem solving. The judges used before, in-progress and completed pictures and videos to assist in the process. Below is a list of the top 11 projects in alphabetical order by company. First, Second and Third Place will be announced at the 100th Annual Convention Thursday Evening at the STAR Awards Reception preceding the Officer Installation Dinner. The Shining STAR Award – the “Best of the Best” – which is the project the judges selected as the overall top project, will also be revealed that evening.

The tallest building on the west coast of Florida and notability the focal point of every image of downtown Tampa, the steep green metal roof that caps the Regions Building, standing 579-feet above the downtown streets, can hardly be missed by anyone. McEnany Roofing, Inc. of Tampa was one of three local commercial roofing companies invited to bid the roof replacement of Regions Building. The previous roof was a snap-lock architectural standing seam metal panel, which had seam issues. The seams were negatively affecting the water integrity of the structure and there was growing concern from the owners that the panels posed a risk to pedestrians and property.

The Goodis Residence sits on the shore of Lake Maitland in Winter Park. For the past several years, the new owners have transformed the residence from a house to a work of art. Architectural Sheet Metal (ASMI) created all custom trim and a custom herringbone standing seam roof. The ASMI team fabricated custom triangular downspouts and hip caps made of 22-gauge mirror finish stainless steel. The herringbone stainless steel tower was produced using 22-gauge stainless steel coil. The entire job was performed with steel materials. Many hours were spent scratching heads to complete the customer’s vision. 70

As the father of five, Gunnery Sergeant Ashley and his wife Megan faced multiple challenges, including financial issues, recovery from combat-related injuries, multiple surgeries, a young family to support, a home with serious problems and a major roof leak. When we met Gunnery Sergeant Ashley, we instantly saw firsthand that “Freedom is not Free.” Our team removed the old shingle roof, repaired the damaged substrate, installed new Polystick underlayment and fabricated and installed a new MAPI 5-V metal roof along with the flashing, drip edge, etc. In addition to a new metal roof, our team installed new impact, insulated, LoE windows and doors, which PGT donated.

We were able to take this project from bidding to completion in a little over three months, thanks to our dedicated crew who spent weekdays out of town to put in long days on the job. Logistics were the biggest challenge, including the removal of tear-off debris from areas of the property that were difficult to access due to extensive landscaping. Additionally, there was an all-glass atrium in the back of the house that we would have to completely cover during the tear-off and installation above. Near the end of the project, we ran short on materials as a cedar shortage developed. John Tatum at ABC Supply was instrumental in getting us the needed materials in time to finish.

Quality Roofing Inc was contracted by Skanska to reroof building M at the Pasco Hernando State College. Quality Roofing Inc used Polyglass Polystick MTS Plus for the underlayment and installed a Berridge Zee-Lock 22-gauge Kynar finish standing seam roof system. The interior courtyard upper gutter system required collaboration with Berridge for eight customized downspout drains to the roof deck. Quality Roofing’s in-house metal shop fabricated the coping, scuppers, gutters and counter flashing.

Due to its location in a metropolitan and commerce area, there was no staging or parking area for standard roofing operations. PSI worked with the client to perform all the work accessing the roof top utilizing elevators and stairwells for this 297-square project including a full tear-off of tapered ISO, coverboard and a multi-ply SOPREMA modified bitumen roofing assembly. Beyond the logistics challenges and the height, the roof itself was covered with HVAC and other equipment with hundreds of penetrations and very limited amount of open space. The building’s “C” shape made movement and wheel out even more challenging. All metals were stainless steel grade.

The PGA Tour HW project was a complex new construction project that incorporated single-ply rooftop pavers, solar panels and an immense amount of onsite communication with the client, Clark Construction. This was a very “busy” roof, meaning there was an immense amount of MEP, solar and other design penetrations. Rooftop HVAC chillers, 19,000 square feet of solar panels, elaborate skylights and rooftop terrace paver systems all created challenges with proper design and, more importantly, proper execution. Register Roofing takes pride in the level of communication it provides, both with clients and trade partners. This project truly was a testament to strong operational communications.

Plum Orchard is nestled in the Cumberland Island National Seashore. The estate was originally built by the Carnegie family in the 1890s and is now on the National Register of Historic Places and managed by the US National Park Service. Re-roofing this 100-year-old mansion on a remote island only accessible by boat is one of the most unique projects Register Roofing has encountered. The project demanded organized logistics and excellent workmanship. Tourists who make the trek are awed by the historic preservation and the glimpse into Edwardian High Society at the turn of the 20th Century. The Register Roofing team is extremely proud of the effort and execution that was put forth on this project.

Reliant, a GAF Master Elite Contractor, gave new roofs to three Jacksonville teachers. The donations were assisted by GAF, Suncoast Roofers Supply and VELUX. This year, Reliant received over 100 nominations and the final recipients were Michelle Wadsworth, Jerry Langford and Sherrie Fekete. “The COVID-19 Pandemic created many challenges for educators. It’s important that educators feel our gratitude for the continued hard work, quality education, support and dedication they give to our children,” stated Reliant President Cameron Shouppe. The roofs have the highest quality materials and come with a GAF 25-year warranty and a lifetime workmanship warranty.

The Johnson Residence required thorough attention to detail from start to finish. All facets of the roof were concaved radius 3/12-24/12. The scales under soffit, fascia and hip and ridge scallops were all handcrafted. Batten caps were hand rolled in Roofing Unlimited’s homemade batten radius machine and every joint and miter was soldered. The project had built-in copper gutter with soldered joints and miters. One-eighthinch heavy gauge copper scrolls were attached to all eaves, hips and ridges. The copper scallops added to all the soffit areas were handcrafted in-house in 10-foot sections. Finally, all-copper structured cupola was added to top of the 100-percent-all-copper pool cabana.

This project was a complete tear-off, including a roof that contained asbestos and lightweight insulating concrete down to the concrete deck below. A temporary deck was installed on the concrete deck. Once the temp deck was complete, a new tapered lightweight insulating concrete deck was installed. After the LWIC deck was installed, Springer-Peterson installed a Siplast Parabase mechanically-attached and torched one-ply Siplast TG 20 and a cap ply of FR 30 TG. This job could not have been a success without our crew’s relentless efforts and the cooperation of the University of Florida, Stellar Group and Siplast. FRM

The essential purpose of having a good employee handbook, above serving as a handy reference for your staff, is to keep your business on track. A handbook is not a procedure manual. However, it is your opportunity to create clarity for your employees and management team around policies and expectations. A well-written employee handbook can help you foster a more positive and more robust company culture by clearly defining policies and showing how they are implemented uniformly. In addition, it provides a firm foundation for your overall business. A handbook does not have to be a bound, hard copy. It can be presented as an electronic file and stored online, then shared through a company’s intranet site. You will still want documented acknowledgment that every employee has reviewed the handbook and agrees to follow its policies, so always have a signature acknowledgment page documented in your employees’ file. While an employee handbook should be developed when a company is new, it is never too later to craft

Robert serves as the Career & Technical Education Programs Administrator for the Florida Department of Corrections, responsible for the management and operation of over 100 programs. He was a CTE Masonry Instructor before being promoted to Regional CTE Coordinator.

Kyle worked as an Assistant State Attorney for Florida’s Sixth Judicial Circuit for five years prosecuting felony, misdemeanor and juvenile charges. He prosecuted cases of individuals contracting without a license, including instances of unlicensed contracting during a state of emergency.

nearing completion. Howard Carpenter furnished them a West Palm Beach Code, which was used as a guide, with changes made to fit local conditions. About four months previously, in Daytona, both the roofers and sheet metal mechanics formed local unions affiliated with the AFL. The local union scale there for both journeymen was $2 an hour. In connection with the formation of these unions, they set up an apprenticeship training school for sheet metal workers at a local vocational school. Business trends locally for the next year looked good according to Vernon Blank and could only be stopped by curtailment due to the declaration of a State of Emergency. “Building will be good in 1951 unless government steps in and stops it,” he said. The built-up roofing business was just about the only exception to the “business is good” comment in the early part of that year. Blank couldn’t help but wonder if roofers all over the state were having trouble

obtaining sufficient tarred felts and pitch or if this was just a local problem. They were having to buy felt out of Canada and pitch from England to maintain the builtup roofing business. Before Blank could ever get an answer to his question, the February 1951 bulletin appeared with some grim warnings that would set the pace of problems for the next year. The National Production Authority (NPA) issued an order covering copper and copper-based alloys that threw many contractors into a tizzy. The purpose of the NPA order was “to describe how the copper remaining after allowing for the requirements of national defense may be distributed and used in the civilian economy.” It was the policy of NPA that copper and articles made of copper should be distributed equitably through normal channels of distribution and that due regard should be given by suppliers to the needs of new and small businesses. In March, George Trask reported Lakeland had just formed a local association of shops with the sincere hope that through the association they could increase their work and perhaps their profits. One of the purposes of forming a local organization, according to Trask, was to get all shops closed on Saturdays. It was time to begin thinking of the importance of leisure. “Possibly the most important outcome of this newly organized association will be somewhat of an equalization of prices,” Trask hoped. Along these same lines, the Lakeland shops had recently signed Union agreements with the Sheet Metal Workers Local Number 75. This was a local in Polk County that was fairly new and it was the first time Lakeland shops had been affiliated with union set-ups of any kind. Much the same was happening in the Tampa area. There, the trade organization reported a final settlement of their labor problem with the signing of an agreement to pay $2.10 per hour beginning in April. An apprenticeship training program was in full force with about 30 young men learning the trade and attending night school in Tampa under a special committee of three from labor and three from management.
